Strengthening Romania’s Regional Capacity for Digital Innovation in Public Services

As part of our strategic collaboration with the North-East Regional Development Agency of Romania, European Academy delivered the second tailored in-house training on digital transformation, with a specialised focus on public administration. 

Held in Thessaloniki, Greece, from 28 to 30 May 2025, the course on Digital Transformation in Public Services | Strategic Tools for Innovation brought together key officials from both regional and municipal levels. The programme forms part of an expanding portfolio of learning and development activities that European Academy is delivering for the Romanian delegation—across a range of thematic areas relevant to governance, innovation, and EU project implementation. 

Participants included representatives from: 

  • Agenția pentru Dezvoltare Regională Nord-Est  
  • Municipality of Onești 
  • Municipality of Moinești 
  • UAT Botoșani 
  • Municipality of Fălticeni 
  • Municipality of Pașcani 
  • Municipality of Vaslui 
  • Municipality of Iași 

The training agenda was designed to address the unique opportunities and challenges that digital transformation presents for the public sector. Across three intensive days, participants explored: 

  • The distinctions between digitisation, digitalisation, and digital transformation 
  • How to rethink public service delivery using platform models and network-based engagement 
  • Leveraging public data as a strategic asset for decision-making and service optimisation 
  • Strategies for rapid experimentation and the development of minimum viable public service innovations 
  • Redefining value propositions in the face of changing citizen expectations and service demands 
  • Theories and practical applications of disruption in the public sector 

Interactive workshops allowed participants to apply key concepts to real-life scenarios, helping them to generate actionable ideas and build a shared digital vision within their institutions. 

A key highlight of the programme was the study visit to the Region of Central Macedonia, where participants were welcomed at the region’s headquarters—a pioneering bioclimatic public building and an example of sustainable public infrastructure. The delegation was briefed by regional leaders on digital governance initiatives and entrepreneurship policies, followed by a lively exchange of practices and lessons learned between the Greek and Romanian teams.
