To strengthen its capacity for securing Horizon Europe funding, IHE Delft Institute for Water Education collaborated with European Academy for a targeted in-house training on How to Write the Implementation Section of Horizon Europe proposals.

Delivered online via Zoom on 13 January 2025, the training focused on one of the most critical—and often underestimated—sections of a successful EU proposal.

From Work Packages to Budgets: Building a Solid Implementation Strategy

Participants were guided through the key elements required to construct a compelling and evaluator-friendly implementation plan, including:

• The structure and expectations of the Implementation section in Horizon Europe

• Designing a detailed and realistic Work Plan with work packages, milestones, and deliverables

• Describing and justifying the project consortium based on interdisciplinary strengths

• Understanding the budgeting process, including lump sum vs. actual cost models

• A practical workshop segment to help translate project concepts into a structured plan and budget

Through interactive discussion and real-world examples, the session equipped participants with the tools needed to develop competitive and compliant proposals aligned with European Commission evaluation criteria.
